### Intent

This document establishes and maintains a plan for executing and updating all processes, procedures, and breakdowns with regards to JTF-13, 16th CAB, which includes 229th Aviation Regiment and 158th Aviation Regiment.

### Roles and Responsibilities

#### Wing Commander (WC)

Reports directly to the JTF-13 Commander. Discusses, votes, conversates on all Chiefs of Staff issues. Leads Chiefs of Staff on 16th CAB related issues. Charged with ensuring that all members of 16th CAB are trained in this instruction. Has delegation ability to all officer ranks in 16th CAB. Final approval of all new members additions, transfers, terminations, and reactivations of 16th CAB aviators. Ensures proper vote has been completed for transferring JTF-13 members. Responsible for promoting Commanding Officers to their respective wings (229th/158th). Assist COs with filling EX and OPS positions. Responsible for maintaining officer standings within 16th CAB. Acts as Commanding Officer of 229th/158th when positions are vacant. Responsible for all promotions to Commanding Officer level. Assists current Commanding Officer with duties and responsibilities as listed in this document. Responsible for maintaining and updating the BFQ and BFQ PTAG of current 16th CAB airframes.

#### 229th/158th Commanding Officer (CO)

Reports directly to the 16th Wing Commander. Acting Wing Commander when required. Overall, in charge of group activities. Has delegation authority on all related responsibilities. Completes and updates roster of all current / former members. Assists with scheduling of BFQ. Contacts JTF-13 Commanders with any disciplinary issues. Leads investigations into official complaints of 16th CAB members. Assists other 16th CAB Commanding Officers with command structure, meetings, events, etc. Has the ability to remove active members to Active / Inactive / Leave of Absence / Termination. Heads Pilot transfer process for both leaving and gaining of pilots. Ensures proper discipline of 229th/158th members during events, training, missions, campaigns, BFQ, or general chat. Leadership position with 229th/158th during events, missions, campaigns. Ensures mission objectives and responsibilities are being adhered to. Promotes 229th/158th members to Executive Officer and Operations Officer with consultation with 16th CAB Wing Commander. Under the direction of Wing Command, Commanding Officers will be tasked with mission planning and strategy. Commanding Officers will ensure the execution of the approved plan during 229th/158th missions. Has authority to assign and remove roles on the JTF-13 Discord server for 16th CAB personnel. Has direct input into 229th/158th BFQ requirements along with Wing Commander and Evaluator Pilot. Bring all change requests to current JTF-13 J7 for BFQ.

#### 229th/158th Executive Officer (XO)

Reports directly to the 229th/158th Commanding Officer. Assists CO with group activities as needed. Secondary point of contact for new members. Assists with scheduling of BFQ. Assist CO with investigations into official complaints of 16th CAB members. Acting Commanding Officer when required, acting OPS when required / requested. Assists other 16th CAB Executive Officers with command structure, meetings, events, etc. Has input to remove active members to Active / Inactive / Leave of Absence / Termination. Ensures proper discipline of 16th CAB members during events, training, missions, campaigns, BFQ, or general chat. Secondary leadership position with 229th/158th during events, missions, campaigns. Ensures mission objectives and responsibilities are being adhered to. Under the direction of Commanding Officer, will assist with mission planning and execution of the approved plan during 229th/158th missions. Have input into 229th/158th BFQ, reports issues to CO.

#### 229th/158th Operations Officer (OPS)

Reports directly to the Commanding Officer. Under the direction of Commanding Officer, Operations Officers will be tasked with training, mission planning, and strategy. Main point of contact for new members. Responsible for reporting to Commanding Officers / Executive Officer with battle plans and receive approval of plan during all group missions. Overall acting training officer. Ensures all new members are on the proper training pipeline. Assisting new members in practical training for BFQ completion. Hosts and plans training events. Assists Executive Officer with delegated tasks, or when called upon. Have input into 229th/158th BFQ.

### New 16th CAB Student Pilots

**Description:** This standard operating procedure involves new members / Student Pilots of 16th CAB.

\
**Scope:** This scope is confined to JTF-13 personnel joining 16th CAB from a Student Pilot position.\
**Responsibilities:**

* **Wing Commander:** Ensures this procedure is being followed as described.
* **Commanding Officer:** Notifies WC of new Student Pilots in a timely manner (24-72 hrs.). Can delegate responsibility to Executive Officer as required (Executive Officer may not delegate this tasking). Tacks training pipeline timelines.
* **Executive Officer:** First point of contact for all Student Pilot requests. Notifies WC and CO of new Student Pilots in a timely manner (24-72 hrs.). Discusses training overview with Student Pilot. Student Pilot will be aware that OPSO is responsible for training and a good source, but may use any 16th CAB BFQ'ed personnel for assistance.
* **Operations Officer:** Responsible for all basic procedural training with Student Pilot upon request. Performs introduction to group and assists with any questions or issues with Student Pilot in the training pipeline. Discusses proper procedure for BFQ preparation upon request from Student Pilot. Assists with using Discord BFQ request system.

**Procedure:**

* Applicants must request to complete JTF-13 INDOC FAM Flight.
  * The applicant is now considered Student Pilot.
* Applicant chooses a 16th CAB Airframe as their primary.
* Student Pilot will have limited access to Apache Flight School / RotorHeads Flight School and all general public chat rooms until FAM Flight is completed.
  * Student Pilots do not have access to 16th CAB voice chat channels at this time.
  * For Student Pilots to have access to these voice chat channels they will have to have current members "pull" them to the voice chat channels.
  * Student Pilots will not have access to text chat.
* Student Pilots will have to complete the BFQ within 12 months.
* Student Pilot that completes the BFQ will now be a full member of the 16th CAB.
  * IP conducting the BFQ or CO of squadron will change all "roles" on discord with the new member's squadron selection (if applicable).
  * New members will have access to the appropriate 16th CAB voice and text channels.
  * CO / XO / OPS will complete an introductory message on the appropriate 16th CAB text channel welcoming the new member to the appropriate 16th CAB text channel.

### JTF-13 Member Transfer Procedure

**Description:** This standard operating procedure involves transfers of personnel between JTF-13 squadrons.

\
**Scope:** This scope is confined to JTF-13 personnel transferring between active members in good standing.

\
**Responsibilities:**

* **Wing Commander:** Ensures this procedure is being followed as described. Has final approval and veto authority of transferring personnel. Verifies that all 16th CAB has been notified and voted on transferring personnel. Certifies the completed vote, notifies the corresponding WC of results. Has the ability to delegate authority as required. (Veto must be discussed with 16th CAB officer corps with clear reasoning of veto)
* **Commanding Officer:** First point of contact for all transfer requests. Notifies WC of transfer requests in a timely manner (24-72 hrs.). Announces transfer requests to current 16th CAB members using 229th/158th Chat on JTF-13 discord. If a meeting cannot be mustered, the announcement and vote may be completed on 16th CAB discord. Results will be tallied within a specified timeline, as provided by CO (24-72 hrs.) Can delegate responsibility to Executive Officer as required (Executive Officer may not delegate this tasking).
* **Executive Officer:** Acting CO for transfers when delegated (see above).
* **Operations Officer:** Not responsible for this process.

**Prerequisites:** Transferee must have already completed a BFQ in a 16th CAB airframe prior to the request for transfer.

**Procedure:**&#x20;

JTF-13 member discusses possible transfer to 16th CAB with Squadron CO/XO. (verbal)

JTF-13 member discusses transfer with current members CO/XO. (verbal)

* Requesting member sends an official request to their current CO for transfer to 16th CAB. (written)
* Current WC/CO contacts JTF-13 Admin Officer with official request for transfer. (written)

Squadron CO receives notice of official request for transfer from JTF-13 Admin Officer.

Squadron CO will contact WC/CO for information of personnel requesting transferring.

* Why is this member requesting transfer?
* Any current personnel issue?

Squadron CO notifies current members of transfer on 229th/158th Chat (timeline starts).

* Current members have 72 hrs. to vote.
* Votes will be sent in private message to CO requesting vote.

16th CAB CO will notify 16th Wing Commander of voting results within required timeline.

* 16th CAB Wing Commander notifies transferring members WC/CO of the vote results and informs if transfer can proceed based on the results.

If vote is approved:

* Squadron CO will notify 16th CAB members of the results of the vote.
* Squadron CO will notify new member (either through private message or in voice chat) and advise them that their roles are available to be updated. Once a new member agrees, CO will update Discord rolls.
* Squadron CO will introduce new member to their new squadron members with small complimentary write-up in their squadron chat room.

If the vote is disapproved.

* Squadron CO will notify 16th CAB members of results of the vote.

### DEFINITIONS

* **IP (Instructor Pilot):** Responsible for assessing new 16th CAB members for BFQ's. Follows PTAG and has the student pilot go through procedures and ensure proper techniques and system knowledge.
* **EP (Evaluator Pilot):** Responsible for the addition and changes to the Apache BFQ when required. All 16th CAB BFQ's will be assessed yearly to ensure BFQ is at optimal training level. Works with Wing Commander and Commanding Officer for creation, updates, and or additions to BFQ.
* **Recruit:** New member of JTF-13 with an approved application but has not yet completed Fam Flight.
* **Fam Flight (AKA Familiarization Flight):** The purpose of the Fam Flight is to give new members a one-on-one interaction with a designated Fam Flight instructor that will give an overall look into what JTF-13 core values are, and member expectations and requirements.
* **Student Aviator:** All non-instructor members of TRAWING. Students have completed Fam Flight.
* **BFQ (Basic Flight Qualification):** BFQ will be strictly based on the bare minimum that a student will need to do and understand within normal flight operations. (Control of airframe, basic understanding of deployable weapons systems and flight planning. Should not need counsel during flight ops).
* **AFQ (Advanced Flight Qualification)**
* **MFQ (Master Flight Qualification):** Has a complete knowledge base of all airframe systems. Completed control during fight Ops. Master of all landing procedures and standards (air, land, naval). Ability to train others in the required and correct aspect of flight.
